PPROBLEM TO BE SOLVED: To provide a method of reproducing and recovering toner carrier capable of efficiently removing only a degraded silicon resin covering layer on the surface of a magnetic particle of carrier at a low cost without damaging shape and particle size of the magnetic particle and without changing a structure and magnetic characteristics of the magnetic particle. PSOLUTION: The method of reproducing and recovering toner carrier comprises: a carbonizing step 2 of carbonizing the resin covering layer on the surface by heating the used toner carrier particles or toner carrier particles 1 as defectives produced during manufacturing processes under temperature conditions capable of carbonization in the non-oxygen or poor-oxygen state; a decarbonization step 3 of burning and decarbonizing carbides by heating the carbides in temperature conditions capable of decarbonization at a temperature a little higher than that in the carbonizing step 2; and a remaining covered film removal step 4 of removing a film remaining on the carrier particle after the decarbonization.
