PPROBLEM TO BE SOLVED: To provide an action state judgment apparatus, a watching supporting system and a method for action state judgment by which a sleep state and vigilance are judged easily. PSOLUTION: The action state judgment apparatus 2 for collecting body movement quantity data showing the body movement of an object person and grasping the action state of the object person is provided with: a data storing means 22 for storing a body movement quantity absolute value; a difference value calculation means 23 for calculating a body movement quantity difference value of every prescribed time from the body movement quantity absolute value obtained from the data storing means 22; and an action state analyzing means 24 for analyzing the action state of the object person based on the transition of the body movement quantity absolute value stored in the data storing means 22 and the body movement quantity difference value calculated by the difference value calculation means 23.
