PPROBLEM TO BE SOLVED: To provide a leukocyte remover, a leukocyte removing apparatus and a method of removing leukocytes with improved flow performance for treating a large quantity of blood as much as 1-10 L and with long filter lifetime. PSOLUTION: In the leukocyte remover, blood is filtered and/or adsorbed from the outer peripheral surface toward the inner peripheral surface of a cylindrical filter. The cylindrical filter consists of a main filter and a pre-filter disposed on the outer peripheral side of the main filter. The pre-filter comprises at least a first pre-filter, whose average fiber diameter is at least 5 μm and less than 15 μm and the packing density is at least 0.05 g/cmSP3/SPand less than 0.20 g/cmSP3/SP, and a second filter, whose average fiber diameter is at least 15 μm and less than 50 μm and the packing density is at least 0.20 g/cmSP3/SPand less than 0.65 g/cmSP3/SP, on the outer peripheral side.
