PROBLEM TO BE SOLVED: To reduce the alteration required when a cellular network is utilized via an IP network.;SOLUTION: A radio terminal 110 mounts a position registration message for a cellular network 100 on an IP packet, and transmits it to an access point 102. The IP packet is transferred to a control proximity server 131. The control proximity server 131 stores a correspondence between identification information of the radio terminal and an IP address of the same based upon a position registration request. If necessary, the position registration request is converted to the position registration message in conformity with a standard of the cellular network 100. The position registration message is transferred to MSC/VLR121 via a gateway 130. Since the MSC/VLR121 looks at the gateway 130 like a usual BS and a usual position registration message is used, it is unnecessary to alter a cellular network side.;COPYRIGHT: (C)2004,JPO
