PROBLEM TO BE SOLVED: To provide operation arrangement proposal preparation information and an operation arrangement proposal preparation device automatically preparing the operation arrangement proposal minimizing dissatisfaction of a user by using the dissatisfaction of the user as an evaluation measure of the operation arrangement proposal.;SOLUTION: A CPU 51 prepares a train diagram not carrying out the operation arrangement against a usual train diagram based on the circumstance by an accident and a damage to the train inputted from an input part 52 and initial solution diagram data 5611 and candidate solution diagram data 5621 are made. The dissatisfaction point of the candidate solution diagram data 5621 is detected based on the corresponding claim file of a group of claim files 5516 and changing solution diagram data 5631 solving the dissatisfaction point are prepared. Regarding the changing solution diagram data 5631, an evaluation value is calculated based on the claim file.
