The converter (1) has a frame (6) provided with flaps pivotally mounted about a rotation axis (8) forming an angle of less than 40 degrees with a plane perpendicular to a shaft (5). The flaps are pivotable between a lying non-flow-capturing position (7B) and an upright flow-capturing position (7A). The flaps urge the frame in a rotation direction as a result of the force of water flow exerted onto the upright flap. The flaps have an average density between 1200 kilogram per cubic meter (kg/m3) and 800 kg/m3.
