Concrete blocks (9) containing holes for plants to grow through are arranged in rows along either side of the road to create a reinforced verge strip (8). These blocks are preferably adjacent to the top layer (3) of the road. The verge at least partly comprises a filter material comprising one or more of broken shells, powdered shells and zeolite.
