The invention relates to means for oceanographic measurements for control of state of open water reservoirs caused by pollution of those and monitoring of hydrological characteristics. Method for remote control of characteristics of medium of open water reservoir is in fact that one performs sounding of medium in nadir with Raman laser with obtaining spectrum pf combined scattering by which one determines characteristics of medium. Additionally one continuously radiates in nadir surface of water reservoir with lidar with brought into coincidence radiator and photo-receiver with registration of reflections of mirror reflection, at that sounding with Raman laser is performed at instants of registration of reflections of mirror reflection with provision of bringing to coincidence points of radiation of surface of water reservoir with lidar and Raman laser. The invention provides increase of accuracy of determination of vertical distributions of characteristics of medium of water reservoir due to exclusion of factor of effect of wind excitation of surface.
