Intended is to make it possible to green a slope entirely and to achieve a sufficient stabilization of a slope. There is used a porous band-shaped member (1) having a multiplicity of through holes extended from the surface to the back. The porous band-shaped member (1) is curved and deformed into a shape similar to the sectional shape of a slope frame, thereby to form a slope frame skeleton (3). This slope frame skeleton (3) is arranged over a slope (5), and the slope frame skeleton (3) arranged is fed from its upper portion with a sand backing material (4). A pressure plate (B) having vegetation holes (12) is disposed between the slopeframes (A) and fixed by an anchor (11).
