A noise suppressing device cooperative with sound receiving units each outputting a sound signal depending on a received sound and suppressing noise contained in the received sounds. The noise suppressing device comprises a suppressing section for suppressing noise from the sound signal by reducing the noise components of the amount of suppression derived on the basis of the sound signals outputted from the sound receiving units, a variation deriving section for deriving the degree of variation by numerizing the variation based on the spectrum obtained by converting the sound signals into a component on the frequency axis, a judging section for judging that wind noise is produced when wind blows against the sound receivers if the degree of variation is a predetermined variation threshold or more, and an adjusting section for adjusting the amount of suppression according to the result of the judgment on presence/absence of occurrence of wind noise. The suppressing section suppresses noise by reducing the noise component from the sound signals according to the adjusted amount of suppression. A noise suppression controller, a noise suppressing method, and a noise suppressing program are also disclosed.
