The system has a memorizing unit i.e. mobile terminal (1), memorizing a list of purchase of consumer items provided by a customer. A loading rack (2) containing the items is situated on a window display (10) of a shopping center. A consumer location unit formed by a detection port (PD), communication antenna (8), active communication antenna (9) and radio frequency identification chip (11) carries the rack. A determination unit i.e. management server (12) determines promotional offers based on the location of rack and the list of purchase of items. A graphic display (7) restitutes the offers. An independent claim is also included for method for managing promotional offers aimed at consumers located in proximity of window displays in a shopping center.
