The program has instruction to use a two-dimensional representation with a horizontal axis and a vertical axis. The instructions limits four rectangular areas (I-IV) in the representation with transfer values (IFi, SBj) and threshold values (IFl, SBl). The instructions localize the area in which a commercial activity is provided, where the activity is defined by values (v1, v2) that represent coordinates of points in the representation. The instructions output an evaluation statement assigned to the activity such that the information for developing an action plan are provided. Independent claims are also included for the following: (1) a method for analyzing a commercial activity (2) a device for analyzing a commercial activity.
