An image relay system and a method using a mobile terminal maintaining UCC at real time are provided to perform an image relay between a mobile terminal and a client computer at real time and maintain UCC at real time by adding special effect, advertisement, and character to a moving picture at real time. A mobile terminal(110) encodes an image taken a picture with an embedded camera or a pre-stored image. The real-time transcoding server(130) decodes the encoded image, and transmits the flash video and action-script in a flash streaming server. The flash streaming server(140) is connected to a client computer, and transmits the flash video and action-script in streaming method. The client computer(160) reproduces flash video according to action-script.
