A landfill soil-loss protecting construction method is provided to prevent outflow of the padding soil. The water is passed but outflow is efficiently blocked up earth and sand of the fine-grain paper. A landfill soil-loss protecting construction method comprises as follows. The rubble bag (3) is installed to the appropriate interval to the fiber mat (1) above surface. The cavity block (2) is left unredeemed on this rubble bag. The rubble is filled in with the cavity block inside and rubble bag surrounding. The water-proof plate (4) which it diagonally installs is fixed with the water-proof plate bolt for fixing embedded in the cavity block skeleton and the water-proof plate clamping nut screwed in this bolt from the cavity block surface one end. The padding toe (F) is reclaimed on the water-proof plate installed in the cavity block.
