A method for manufacturing a mixed catalyst raw material from desulfurization waste catalyst from oil refineries is provided to enhance an accessibility of waste, and to remove vanadium and environmental pollutant remove. A method for manufacturing a mixed catalyst raw material from desulfurization waste catalyst from oil refineries comprises steps of: dissolving waste catalyst by alkali or acid and being diluted by water; making an acidic solution; separating a vanadium firstly by putting a mono-octylamine; injecting one or two dissolved materials selected from ash or methylacetate, acetone and methyl ethanol in a remaining filtrate, precipitating a metallic component by solidifying the metallic component and being oxidized by a method of washing and heating the precipitate; obtaining a metal oxide in which a tungsten oxide, nickel oxide, cobalt oxide, molybdenum oxide, oxide aluminum are mixed; and being used as the catalytic material.
