An apparatus and a method for manufacturing a cable-laid are provided to improve productivity by automatically producing a cable laid grommet or a cable laid sling by using one consecutive wire rope. A turn-table(10) is comprised to rotate an upper table. A drum(30) supplies a rope in order to manufacture the cable laid grommet or sling. A plurality of rope sheaves(50) support a rope to be rotated consecutively while the rope provided from drum makes the closed loop. The plurality of rope sheaves supports the rope of the constant section at least to pass through the center of the turn table.
