A method and a system for synthesizing voice with a high sound quality by using a smaller amount of calculation at a low power consumption suitable for a mobile terminal and a voice synthesizing chip are provided to obtain a synthesized sound of a high sound quality at a low power consumption by using a simple waveform generating module and a voice database. A server voice synthesizing system unit(200) includes a voice waveform connection information generating module for generating voice waveform connection information from an optimum voice waveform selected from a server voice database. A terminal voice synthesizing system unit(300) includes a receiving unit for receiving the voice waveform connection information from the server voice synthesizing system unit, a terminal voice DB for storing a synthesizing unit voice waveform, and a voice signal processing unit for fetching a voice waveform corresponding to the received voice waveform connection information from the terminal voice DB, and connects a voice waveform to generate a voice.
