An advanced treatment device of sewage and waste water using an activating device is provided to remove efficiently not only organic compound contained in the sewage, waste water and foul water but also nitrogen and phosphorus and to be operated at a manless state by an automatic control equipment. An advanced treatment device of sewage and waste water using an activating device contains an anoxic chamber in which a mixer is equipped, an anaerobic tank in which a mixer for inducing release of phosphorus is equipped, a contact oxidation tank in which stationary phase contacting media and an aerator are equipped, a membrane separation tub in which a submerged membrane and an aerator are equipped, a microorganism activation unit for maintaining MLSS of the membrane separation tub, a precipitate de-aerobic vessel removing dissolved oxygen dissolved in a sludge containing solid material selected from the membrane separation tub and separating solid/liquid by precipitate and a unit for returning the sludge containing solid material in which the dissolved oxygen is removed from the precipitate de-aerobic vessel to the anoxic chamber.
