A cosmetic composition for appeasing and improving pimple and an external skin preparation are provided to inhibit growth of Propionibacterium acnes bacteria which is acne-causing bacterium, to have excellent antibiotic and antioxidant effects and stability to human body. A cosmetic composition for appeasing and improving pimple and an external skin preparation comprise garlic oil extracts as an active ingredient. A weight of the garlic oil extracts is 0.001~15 weight% based on total weight of the composition. The external skin preparation is a cleaning agent selected from soap, hair shampoo and body shampoo. A manufacturing method of the garlic oil extracts comprises steps of: putting the dried garlic into a steamer; obtaining the extracts by repeating a heating process many times; removing impurities by immersing it for 24 hours, filtering it; and heating the filtered extracts in 60°C for 3 hours and evaporating moisture.
