The reason why the recognition rate is not 100% due to various external influences when the license plate is recognized is that all characters in the license plate are represented by letters. In other words, even when there is not enough information for recognizing a character correctly, an estimation is made to output a result as a character, but an error occurs. Therefore, the present invention outputs the result as a character for a character having sufficient information, and outputs a feature or image of a character area without outputting the character as a character when the information is insufficient.
