The device has a sensor module (2) with photo sensors (22) arranged adjacent to elastic re-guiding devices (21), and a light source module (3) with light emitting devices (31). The re-guiding devices are actuated for covering the photo sensors, and the light emitting devices are operated for emitting light of different wavelengths at a license in a preset sequence, when the license is inserted into a card chamber (13) through an inserting slot (11). An image recording module (4) records an image of characteristics and character data of the license by an optical character recognition (OCR).
