An apparatus for preheating a fuel cell and heating a room in winter time in a fuel cell hybrid bus is provided to automatically preheat the fuel cell together with starting regardless of seasons, and to quickly raise the inside temperature in winter. An apparatus for preheating a fuel cell and heating a room in winter time in a fuel cell hybrid bus comprises a main brake resistance(13) installed between the fuel cell(11) and a super cap; and a chopper(12) applying the current of the fuel cell and super cap to a main brake resistance. When a hybrid driving condition become after starting a fuel battery hybrid bus, the apparatus turns on the chopper, applies the current of the fuel cell and super cap to the main brake resistance, and preheats the fuel cell by heat generation of a resistor due to power consumption of the main brake resistance.
