An environmentally friendly method of purifying contaminated river water into clean river water using multi-water tank-typed winch sluices or radial gates is provided to discharge water in reservoir water space through a sluice. An environmentally friendly method of purifying contaminated river water into clean river water using multi-water tank-typed winch sluices comprises the following steps of: detecting flux of river water flowed in reservoir water space or a level of the reservoir water space formed by a dam(10) using a sensor or a monitoring camera(31); measuring the quantity of water by computing a detecting signal in an integrated control system(30); and controlling an open degree of each sluice(20) at the same time by driving operating units such as winches(21) of the sluice.
