A method of manufacturing a doubly oriented electrical steel sheet and a doubly oriented electrical steel sheet manufactured by using the same are provided to form a texture at high density in which a particular direction is parallel to a rolling direction. A method of manufacturing a doubly oriented electrical steel sheet comprises: a step arranging surface particles in order that surface particle organization of a metal plate has the first orientation; a step heat-treating the metal plate under the temperature in which the austenite phase is stable; and a step diversifying the heat-treated metal plate into ferrite phase. In the thermal processing step, the oxygen of one region among an inner region and a surface region is reduced or the metal plate is blocked from external oxygen.
