PURPOSE: A low temperature high intensity low-carbon steel material and a manufacturing method thereof are provided to prevent fatigue crack of a stress concentration part of a structure.;CONSTITUTION: A manufacturing method of a low temperature high intensity low-carbon steel material comprises the following steps of: heating a first produced cast steel material at a temperature of 920~940°C for 2 ~ 3 hours; performing a quenching-process on the heated material with cooling water; and performing an air-cooling process after heating the material. The carbon equivalent of the low temperature high intensity low-carbon steel material is 0.57% or less. The welding crack sensitivity of the high intensity low-carbon steel material is 0.23% or less.;COPYRIGHT KIPO 2010
