A manufacturing method of isotropic U3O8 powders using uranium oxide scraps and a manufacturing method of UO2 sinters using the same isotropic U3O8 powders are provided to obtain one uniform characteristic by processing U3O8 powders of different characteristics irrespective of kinds of uranium oxide scraps. A mixture of various kinds of U3O8 powders is formed by oxidizing various kinds of UO2 scraps(S20). A molding process is performed(S30). A sintering process is performed(S40). A mold is manufactured by compressing and molding the mixture of various kinds of U3O8 powders(S50). A porous UO2 sinter is formed by sintering the mold under reductive gas atmosphere(S60). Isotropic U3O8 powders are obtained by oxidizing the porous UO2 sinter(S70).
