An environmentally-friendly surface protection layer formation method of a concrete structure is provided to form protective covering for neutralization prevention and protective covering salt damage prevention. An environmentally-friendly surface protection layer formation method of a concrete structure comprises a step of applying composition for formation of neutralization prevention layer, and a step of applying composition for formation of salt damage preventing layer on the top of the neutralization prevention coating. The composition for formation of neutralization prevention layer contains acryl emulsion including colloidal silica, denatured polysiloxane, alkali metal silicate, polyatomic donor, sequestering agents, pigment, filler, and water. The composition for formation of salt damage preventing layer contains acryl emulsion including colloidal silica, alkali metal silicate, alkali metal siliconate, polyatomic donor, chelating agents, pigment, filler, and water.
