APPARATUS AND SYSTEM OF MANAGING COMMON RADIO RESOURCE FOR TRAFFIC REDISTRIBUTION IN MULTI-RADIO NETWORK

A CRRM(Common Radio Resource Manager) for traffic redistribution in a multi-wireless network and a system therefor are provided to set priority for a network which becomes a target of traffic redistribution, and to offer the set priority to a mobile terminal, thereby finally making a decision for network selection in the terminal. An individual network information management module(130) collects each piece of network-related information to manage the collected information. A control module(160) sets a decision-making time and a decision-making subject for conducting whether to access another network from a network where a mobile terminal is connected, and generates a reference value based on the network-related information. If the subject is a CRRM(100), a decision-making module(170) determines whether to access another network according to at least one of policies of the CRRM.
