PURPOSE: A buffer-based scheduler for transmitting diverse multimedia traffic in a CDMA2000 1x EV-DO system is provided to enable a base station to effectively distribute radio resources according to a changing transmission environment by setting the amount of buffer as a major criterion for scheduling in consideration of characteristics of a streaming service. CONSTITUTION: A base station receives a channel situation and state information of a buffer through each user terminal. A reverse link of a CDMA 1x EV-DO system can inform the base station about the channel situation of each user terminal at every 1.67ms through a DRC(Data rate Request Channel), and at this time, the reverse link also informs the base station about a state of the buffer, namely a ratio between a total size of the buffer and a current capacity of the buffer. The base station reflects the information for scheduling with respect to a real time streaming service. For a best effort service, an existing PF(Proportional Fairness) scheduling method is adopted and compensation is made accordingly.
