A heat pump heating and cooling device is provided to make the performance improvement and the stabilization of the heat pump by re-condensing the uncondensed refrigerant gas. A heat pump heating and cooling device comprises: indoor heat exchangers(130,131), a heat exchanger(150) for the waste-heat recovery, pipes and valves. Since the indoor heat exchanger is connected to the second heat exchanger with the pipes, a heat medium circulating within a geothermal heat exchanger(140) is circulating between a second heat exchanger(23) and the indoor heat exchanger. The valves are installed at the pipes to control the progressive direction of the heat medium. In the cooling mode, the valve is controlled to have the heat medium heated in the second heat exchanger to emit the heat from at the indoor heat exchanger. In the heating mode, the heat exchanger for the waste-heat recovery cools the refrigerant uncondensed in a first heat exchanger(27). The first heat exchanger and the heat exchanger for waste-heat recovery are connected with a third branch(233) and a return duct(234). The water ejected from a regenerative tank(12) is heated after passing through the heat exchanger for the waste-heat recovery and flowed in into the first heat exchanger through the pipes.
