A software managing method based on user evaluate and a system thereof are provided to offer valuation information which is given with other users concerning a multiple program installed inside a computer or a program installed while using the Internet, thereby providing information or cut off programs in order to determine the deletion or installation cutoff about a plurality of programs. A program installed at a computer is inquired, and a program list is generated(S210), and whether valuation information relating to the program is stored is searched. In case the valuation information exists, the valuation information relating to the program is displayed(S220). If a deletion command about the program is inputted, the program is deleted. Deletion information about the program is added to the valuation information(S260). If the program list is transmitted to a software management apparatus to which the computer is connected through a communications network, the valuation information corresponding to the program list is downloaded and stored in the computer.
