An anti-inflammatory analgesic agent composition is provided to cause no toxicity and side effect using a rutin containing Sophora japonica extracts as an active ingredient, to remarkably suppress a production of TNF-alpha and NO which are an inflammatory-mediating material, to have an NF-kappaB phosphorylation inhibiting property, an antiphlogistic alleviation effect, an acute form edema inhibiting property and an acute arthritis inhibiting property and to cure and prevent inflammation diseases including arthritis, tympanitis, edema, pain or degenerative disease. An anti-inflammatory analgesic agent composition includes a Sophora japonica extracts as an active ingredient which is Sophora japonica extracts containing a rutin of 5.0 ~ 30.0 weight%. A manufacturing method of the Sophora japonica extracts containing the rutin comprises steps of: 1) extracting the Sophora japonica extracts using water, alcohol or alcohol water solution and cooling and filtering the Kalopanacis Cortex; 2) decompression-concentrating a filtrate at 60 ~ 80°C after the filtrate is layer-separated; 3) obtaining Sophora japonica extracts by decompression-concentrating, vacuum-drying, pulverizing and sterilizing the filtrate after adding an alcohol to the condensed products and centrifuging at 500 ~ 1,000 rpm.
