FIELD: information technology.;SUBSTANCE: invention relates to encoding and decoding moving image data. A device is proposed for encoding a moving image, which measures the band of a finite image to be encoded, and the band of a reference image using a fringe analyser (10), and generates information related to the band, which represents given bands. A prediction signal generator generates a prediction signal such that, the signal corresponds to the band of the finite image, from the reference image based on information related to the band. A differential unit (2) receives the difference between the finite mage and the prediction signal for generation of a differential signal. Converter (3) and digitser (4) encode the differential signal to generate an encoded differential signal. Inverse digitiser (5) and inverter (6) decode the encoded differential signal to generate a decoded differential signal. Adder (7) adds the prediction signal and decoded differential signal to generate a displayed image.
