FIELD: chemistry.;SUBSTANCE: invention relates to hydrophobic catalyst layer designed for fuel cell with polymer electrolyte and method of its preparation, as well as to fuel cell with polymer electrolyte and method of its preparation. According to the invention, catalyst layer designed for fuel cell with polymer electrolyte is formed from: catalyst derived by reducing platinum oxide; hydrophobic agent; proton conducting electrolyte, and hydrophobic agent mainly consists of alkylsiloxane. Compound Si containing hydrophobic substituent is contacted with platinum oxide. Compound Si is exposed to hydrolysis and polymerisation by catalyst effect of platinum oxide.
