The device comprises a container disposed in the housing for freezing liquid, measuring container, dosing device and the liquid dispensing pump connected in the pipe system. Outside the housing outlet piping system is installed with the tip of a flexible hose, adapted to interact with the neck of the vehicle tank. What is new is that the apparatus is provided with a water tank, a conduit connected with the measuring capacitance. The metering device is designed as a metering pump mounted on the neck of the containers for water and concentrated antifreeze.
