The method involves adjusting reduction of circumferential speed due to friction of a rotor surface at molecules of residual atmosphere of vacuum as required. Kinetic energy of a lifting gyroscope is transformed into opposing circular motion of a control gyroscope, which is axially attached above the lifting gyroscope and is designed as an upper cylindrical quick heavy rotor, by using an electrical machine as a motor and/or a generator. The kinetic energy is converted into stored electrical energy by a low-speed lifting gyroscope during stationary application. An independent claim is also included for a device for partially or completely decontrolling weight of material objects and for generating an lift and a drive for a ground vehicle, watercraft, aircraft and spacecraft.
