The device has two current electrodes (11, 16) for conducting an electric current into a packaging material (20) of a pharmaceutical package. Two measuring electrodes (13, 14) tap an electric voltage from the packaging material, where the two measuring electrodes are arranged between the current electrodes. The current electrodes and the measuring electrodes are implemented in the form of concentric rings. The current electrodes and the measuring electrodes are arranged on both sides of the packaging material. An independent claim is also included for a method for determining the moisture content of a packaging material for a pharmaceutical package.
