The device (1) has two flanges (1b, 1c) surrounding a rope pulley (3) and having a borehole for retaining an axle (3a) of the rope pulley at free ends. Flange sections (1e) detachably fasten the holding device at a sectioned carrier (2). A wire clamp (4) clamps the holding device for discharging traction forces engaging at the holding device. The wire clamp is arranged at the bars of the holding device. The wire clamp has a base plate and two parallelly aligned limbs with a passage opening, where the limbs are arranged at a distance from the base plate. An independent claim is also included for an arrangement for deflecting a rope.
