Emulsifier for fuel/water or water/fuel emulsions comprises a mineral oil and an aqueous anionic surfactant solution. The mineral oil has a density above 800 kg/m 3at 15[deg] C, a kinematic viscosity of about 2 mm 2/second at 40[deg] C, a pour point below 0[deg] C and a n-octanol/water partition coefficient above 6, and the surfactant solution has a surfactant content of 5-15%, a density of about 1 g/cm 3, a pH of about 7 and a dynamic viscosity above 100 mPas. An independent claim is also included for a fuel/water or water/fuel emulsion containing an emulsifier as above.
