The heat exchanger has a central tube (2) with radially arranged guide plates (3) that are subdivided into equal size, where angle between the guide plates is 60 degrees, 90 degrees, 120 degrees and 180 degrees. Total tube sheet cross-section outside the central tube is permanently engaged with internally-corrugated tubes (4). The central tube is controlled for supplying and discharging a shell-side medium through a prechamber and a deflection chamber at axial ends of a cylindrical apparatus.
