The element (10) has a control unit (14) converting net-input voltage into an output voltage so that the output voltage includes frequency or waveform e.g. sinusoidal waveform, changing according to the net-input voltage. A mat shaped heater (11) is coupled with the control unit, and is heated by the output voltage. A temperature regulator is coupled with the heater and the control unit for regulating temperature based on specific temperature and a target-temperature. A heat conductive path is made of copper, carbon or ceramic. A sheath is provided for attenuating magnetic field.
