The device has two water loops (1, 2) connected with each other by a common pump (4). A heat exchanger (D1) and a part of regulation units (5, 6, 8) e.g. solenoid valves, regulate flow of water in the loops. The regulation units are controlled by a control logic (9) based on air temperature (T2) in a supply line, water temperature (T3) at outlet of an internal heat regulating compartment (R) of an energy source of the loop (2), and water temperature at an air-water exchanger (L) between the line and the loop (1).
