The device has a double-armed lever with an arm (14) engaging to a spring (13) e.g. cup expander spring, and another arm (15) arranged in a lower section (7) of a housing (5). An opening (16) is in a front side of the section, and a functional part (17) is arranged on an article-sided end of a tie rod (1). The arm (15) is held against force of the spring in a marginal position in which all parts of the lever and a lock part (11) lie in an outer building line of an upper section (8). The arm (15) is gripped to a liner of the opening by a slot and is held by the part (17) in the position.
