The throttle/regulator has a global positioning system (GPS) part determining an actual position relative to a map. Maximum allowable speed for individual route sections are stored parallel to the map or received over satellite. The regulator automatically controls fuel supply/engine control based on the maximum allowable speed according to user-defined target such that a vehicle does not exceed the maximum allowable speed for instantaneous driving route section. The maximum allowable speed is reduced by changing speed patterns. An independent claim is also included for a hardware and software for producing route-speed pattern for a global positioning system-speed throttle/global positioning system speed regulator.
