The heat dissipating device has a heat sink with a heat conducting grain and a ribbed unit (50), where the ribbed unit is combined thermally with the heat conducting grain. A locking plate (30) stands with the heat conducting grain of the heat sink. A holding module (10) is provided, which has a lower side and an opening (110). A clamp (20) is connected with the holding module, and the clamp has a clamp section (211). A section of the locking plate is aligned to a lower side of the holding module.
