The device has a portal frame (1) arranged in an operating direction. A fang-like scarifying tool (2) is pierced in a road surface to scarify and disintegrate the road surface. A mixing tool (5) stirs debris of the scarified road surface. A lower side of a screed (4) corresponds to a desired cross-sectional profile of the road surface, where vertical and/or horizontal positions of the screed are adjustable using the frame. The screed is pivotable around horizontal axes, which are not parallel to each other. The frame is mounted at a carrier device (18). An independent claim is also included for a method for repairing a torn, water-bound road surface.
