The device has a shaft (14) provided for discharging a mechanical energy i.e. torque, and a drive (30) connected with shaft sections by using couplings, where the shaft sections are diametrically opposite to each other. The drive has a wheel that is provided with weights arranged on the circumference of the wheel, where the weights are movable in a radial direction by using piston-cylinder-units based on a rotating position. The cylinder-units are designed as telescope units and arranged at a ring flange that surrounds the shaft, where the weights are supported by longitudinal guides.
