The device has a resorptive polymer inner matrix (1) for inducing skin regeneration by contact with muscle or subcutaneous tissues, and constituted by reticulated collagen. A non-resorptive net-like textile ply (3) is entirely contained in mass of a transparent outer carrier (2) to constitute a reinforced transparent outer carrier, where the carrier is formed by applying silicone films (4.1, 4.2) on respective surfaces of the ply. The ply is made of polyester, polypropylene or cotton. An independent claim is also included for a method of manufacturing a human skin regenerating device.
