The device has a clamp (5) connecting a movable stopper (1) and a frame (2), where the clamp is stopped by a stop unit constituted by a plate and nuts after assembling the stopper and the frame to prevent the separation of the stopper and frame. A central arm (5c) of the clamp constitutes a horizontal rotation axis of the stopper, where the clamp is fitted in thickness of the clamp and the frame so as to restrict the vertical movement of the clamp along an opening angle of the clamp.
