The device has fixed raising arms fixed on a body of a single rotor (2), which tears a bag such as bin bag or industrial bag, using a single shear motion with fingers of a comb (5), where the rotor changes the direction of rotation. The arms of the rotor are guided in downstream of the comb by mobile lateral scraper attachment plates (6). The plates produce shear and clean motion with the arms of the rotor. The comb opens the bags found in an upstream of the plates and in the same plane i.e. parallel operation, of the plates.
